SIDF Tanafusiya: Industrial Digital Transformation Financing

Tanafusiya is a Saudi Industrial Development Fund financing programme for factories adopting digital transformation or energy-efficiency projects. It is an industrial finance route; its suitability depends on the operational project and SIDF’s assessment.

Check the programme’s actual requirements

The current SIDF programme page lists an operational project, audited financial statements for the past three years, a satisfactory credit record, measurable efficiency results, a feasibility study and capital expenditure projections. It describes repayment of at least seven years, a grace period up to 24 months and conditional accelerated procedures. Terms and conditions apply.

Do not infer a universal SAR 15 million minimum, a fixed financing share or automatic acceptance of consulting invoices. Ask SIDF about the relevant track, eligible expenditure, equity contribution and disbursement requirements for the actual project. Historical incentive announcements may describe a specific accelerator rather than every Tanafusiya application.

Build a factory project around evidence

  1. Document the baseline: downtime, defects, energy use or production throughput, with a defined measurement period.
  2. Choose one process and explain why its bottleneck needs digital integration. Avoid adding AI where a simpler control or maintenance change works.
  3. Separate equipment, sensors, software, integration, training and operating costs. Obtain supplier quotations and identify recurring charges.
  4. Show technical feasibility, safety responsibilities, cybersecurity controls, operator training and maintenance arrangements.
  5. Use a financial forecast with conservative benefits, commissioning downtime and a downside case.

Application and delivery

SIDF describes initial application and eligibility assessment, detailed loan review, approval and signing, then conditional disbursement linked to implementation progress. The published process does not mean an applicant is guaranteed a decision or funds within a fixed period.

Agree acceptance criteria before procurement. For a quality-inspection project, test false rejects and missed defects on representative production samples; retain the human override. For monitoring, prove data completeness and alerts before assigning financial benefits.

Where a different route fits

A service business buying an AI receptionist should not assume it meets a factory programme’s requirements. Compare the project with ordinary operating expenditure or eligible lender financing supported by Kafalah. Each instrument has its own decision process; combining them requires disclosure and approval of the separate uses of funds.
