Québec ESSOR: digital planning and implementation routes
ESSOR Volet 1 includes distinct routes for digital diagnosis and the implementation of a digital plan. Confirm the sub-stream before budgeting.
Planning and implementation are separate
Investissement Québec’s Volet 1 page distinguishes sub-stream 1B digital planning from 1C implementation of a digital plan. It currently describes 1C for businesses with 250 employees or fewer and revenue of at least $2.5 million, using a plan produced through the 1B process within the previous 24 months. Additional sector, project and cost conditions apply.
Prequalification is not funding approval
Use Investissement Québec’s prequalification route and the current guide for the chosen sub-stream. The administrator explicitly distinguishes preliminary eligibility from authorization of financial assistance and may limit or suspend selection based on available budgets. Confirm the amount, cost share, eligible professional work and spending start date in the current documents.
Prepare a useful digital plan
- Identify the process, baseline performance and data or system constraints.
- Separate diagnosis and planning from subsequent implementation costs.
- Show the business size, revenue and sector required for the chosen sub-stream.
- Disclose other public funding and ask how the proposed costs will be treated.
A Québec address does not automatically make a project eligible, and a Canadian implementation supplier does not replace the program’s consultant requirements. For financing alongside a plan, compare BDC LIFT and obtain written guidance on any overlap.
